Hi Frank,
The bad connection may not be the ignition relay itself. If the whole instrument cluster goes dead, it's probably not a ground, but the hot that's the problem.
I say this because all the different components in that multi-instrument cluster go to ground through various switches and sensors, but they all have a single hot supply from what looks like fuse socket 4 on the diagram - if your ignition relay is good, then check the fat white wire that goes from the relay to the buss bar that supplies fuse socket 4. Even if the contacts look clean, clean them again and make sure they're tight.
Also check and clean the contacts for the brown wires coming off of fuse socket 4 - the one for the windshield washer and wipers (and the multi-instrument)
If those connections are good, then check the brown and white wire going to the multi-instrument - at least it's that color on my diagram - check for continuity between that and fuse slot 4 - with the battery disconnected. The brown/white wire looks like the hot supply for that part of the gauge cluster. It connects at a six pin connector with a brown wire that goes all the way to the fusebox according to my diagram.
The relay you're describing sounds like the flasher unit to me - I'd be a little surprised if it was causing the problem, but if insulation has cracked somewhere, you never know. Can you list the wire colors going to it?
