An 83 900 would still have CIS fuel injection on an 8v H with somewhat interchangeable fuel parts as the 78 engines. LH didn't come in until the 16v H in 85. The bigger question is what your goal is and how much work you want to do. If your going for speed and are prepared for a fair amount of work, then you want a 16v, which will require custom motor mounts, firewall mods with compression, sledge hammer or cut and reshape. Also the pullies are an issue, you'll need to have one a one or 2 groove made from a 3 groove 900 one as the US didn't get the other ones. You may need an extra high motor mount or creative alternater mounts to avoid hitting the brake booster under load. An 8v H doesn't have a lot of benefits over a B engine, similar fuel system, similar power. It would require custom motor mounts and a lesser firewall mod I believe. Benefit is easier water pump change, and parts availability. A hatch can be made in the firewall to facilitate access to pullies, water pump etc on newer engines in 99 as well. If you just want to restore, then a B engine is a lot less work. Timing and water pumps are scarce parts. Most of the seals etc are the same as the newer engines. Except for the stupid cork valve cover gasket which is still available. Both 5sp and 4sp will work on either engine. The 5 speeds are notorious for tanking if you work up past the 175hp+ range. Otherwise they are fine, you may need to swap case parts from a 4 sp. The 4 sp runs at 4k plus rpm on the highway, making the 99 even louder, it's already louder than a 900. The 4 speed also runs out at like 120 mph, the 5 speed will get you a little more speed. The ratios are different, 4 sp better around town and for acceleration. If you want to do a lot of work forget either fuel system, they are both quite limited and go a custom pulse injection system on either engine. B engines will require a custom fuel rail. You can get a fair amount of power out of the 16v or B engines with turbos.
