In-dash green flashing indicator.....

...fellow 99 enthusiasts.
Over the winter months I noticed that my 1977 GL's battery kept getting weaker and weaker. This past weekend it was totally dead. Put it on the charger for several hours, car started right up. I happened to notice that the green turn signal/4-way flasher light in the dash was ON. Turn signals work fine so does the 4-way flasher but the green light does not flash, as it should. Light wil not go OFF even after ignition is turned off and key is pulled. Checked wiring to all four corners but did not see anything out of the ordinary. Finally pulled fuse #11 (?) out.
Has anyone experienced this problem? Can you suggest where to start looking?
