In addition to the lens color, an important difference between fog lamps and driving lamps is the beam pattern: a fog lamp should project a low, flat-topped beam, while a driving lamp projects a straight pencil beam. (Hella knows all about this, just check to make sure you're ordering what you really want.)
Also, with fog lamps, the lower you can mount them the more effective they are. (That's because fog scatters the light straight back at the driver. The greater the angle between the light and your eye, the less scatter you get.) So if possible, I would suggest trying to mount them UNDER the bumper rather than on top of it.
