When repainting this area, I unbolted the pipe tube and on the other side was captive nut only, no tube connected this pipe to the fan pressurized area as Bob described. The cowl scoop , catching air stream air at speed, ONLYpressurizes this area , and then the distributor tube ONLY WHEN MOVING AT SPEED. Mounted 8 inches from the scoop. this assures no water gets to the side pick up area and then down the tube. The system saab designed was passive, no mention was for the fan to be on during the rain, actually with the fan on the pressure in this scoop area could very well be decreasing the captive positive air pressure collected by the cowl scoop.
