"rag joint" refers to the multi layer tire like flexible piece in most all steering shafts before collapsible shafts. It is pinned/bolted to two sides on one end of the shaft and to the other two sides on the other end, giving a flexible shock absorbing feel to the steering.
On SAAB's it is part of the shaft not available as separate part as far as I know.
