I noticed he had a 70's car and should have noted the differences better in my reply.
I believe 1969 was the start of emission control in the USA. Open crankcase ventilation was the 1st to go.
Next we got Vacuum retard on the timing in 1970 or 1971.
Most of these required things have start dates by year, and car new years usually start in the fall of previous year. You can see where this can be confusing, some "YEAR" cars have something and others don't. Eventually it got so complex they started putting the date of manufacture on the cars!
In 1972 we got sealed gas tanks with a carbon canister to hold the fumes.
NOTE do NOT put a 72 or later gas cap on an early car.(it causes a vacuum to be drawn on the tank as gas is pumped out) It will run 3 or 4 miles and stop, after sitting for a few hours it will suck some air back thru the gas line and go another 3 or 4 miles. Don't ask how I know this <G>
Early gas caps have a small air bleed in the cap, later don't.
