"Is this a normal price or are they trying to pull a quick one?"
No simple answer, and it's not necessarily one or the other. That does seem a little steep. I would expect to pay $25-40. BUT: Appropriate pricing could easily vary by a factor of 2 or more depending on your area of the country, what kind of shop you have gone to and their equipment and familiarity with that work, whether they are using your end fittings or sourcing new, whether they have all the pieces in stock or have to order in, how much of a hurry you are in, customer attitude, yadayadayadayada.
To explore other options I would call around to brake supply houses that supply brake parts to shops but do not work on cars, some of them will be equipped or refer you; check Jack/Mark Ashcraft in Oregon who may have it in stock; call White Post or Apple Hydraulics who can probably quote you; or bite the bullet. It's a 10-minute job for a shop that does it routinely. The original in my experience has a translucent plastic line that hardens with time; your reconstruction will probably be black rubber brake hose crimped onto your ends. Let us know how you solve this.
