1) As to the brakes, what condition are the shoes and drums? Have you adjusted the shoes? I would recommend a drums off inspection to see what is going on. Bad rear brakes would not have a major impact on stopping the car, as the fronts do most of the work.
3) Could be a worn fuel pump. The pump discharge valve is a check valve and should perform that function.
