Maybe I'm a pessimist, but considering that this is a 31-year-old car I'd guess that the basic problem is that the radiator is simply shot.
This sounds exactly like what I went through last summer with my 1974 Sonett -- it consistently heated up to 210 degrees + after being driven a while, even on mild days, and I wasted weeks changing thermostats, bleeding and re-bleeding the cooling system, using liquid radiator flush treatments, etc. -- all no help.
Finally I gave up and pulled the radiator (major job on a Sonett III, as the nose section has to come off) and sent it to a radiator shop to be "boiled out." They told me that when they tried to do this, the radiator core was so clogged and deteriorated that it simply "disintegrated" (their words.)
So, I had to have a new core soldered to the original tanks -- which cost about $170, but solved all my cooling-system problems immediately. I now can drive all day at 75mph in 100-degree weather and the temp needle never goes above the high side of the "N" mark.
Incidentally, my replacement core was like the original one, with two rows of tubes -- but I'm told you can have a three-row core installed for extra cooling capacity in the same size package. This might be a worthwhile idea for a 96 (which has a narrower radiator than a Sonett, I think) especially if you've done any performance mods to the engine.
