I assume that we are talking about a V-4 fuel pump. The pushrod attached to the diaphragm has a small seal around it where it passes through the pump body. This seal is basically the same design as used for a front main seal or a wheel bearing seal, just much smaller in size. With use the lip of the seal wears and eventually it starts leaking oil into the pump body. There is a hole in the body to allow most of the leaking oil to pass to the outside rather than getting into the diaphragm. This is the source of oil leaking around the fuel pump. If the diaphragm is damaged, you would likely get fuel leaking out of this drain hole, if the pump would even suck any fuel from the tank. Somebody out there must carry a seal the proper size to replace this one, but it has never been available from SAAB or as part of a rebuild kit. I've never gone so far as to check with an industrial seal source.
