I cleaned the wiring terminals leading to the fuel pump trying to get better voltage. When I jumpered the relay to take a reading, the pump turned on! Still only 9.5 volts at the pump but when I turned the key, the car started right up - ahhhh. Perhaps the pump is in its death throes? The pump sounds OK but it does change speed occasionally, not sure if this is normal. I drove the car to the park-and-ride this morning and it ran great. I will rewire the pump this weekend to get the voltage up to spec. I ordered a new pump also.
