Previous posts cover brake grease question. W.r.t. the rotors, depends what the problem is. If the issue is excessive scoring, then the rotors need changing out. If you are talking about a lot of surface rust, then this is an indication that the pads aren't coming into contact with the rotor during braking (friction from braking would leave shiny metal surface unless car had been standing for a few days). If this is the case, check the slider pins that secure the pads - these tend to rust up and restrict caliper movement. If these look OK, then you may have a seized caliper piston.
