That's the V6, right? IF so, there are a bunch of things that probably need to be done depending on prior maintenance. Clean the intake plenum; clean the idle air controller; re-gap or replace the sparks; check for oil leaking from the valve cover gaskets onto the spark plug wires and/or alternator, replace if oil soaked esp. the spark plug wires, they will short out; run a thing of techron through the gas; replace the air filter if clogged; replace the vacuum hoses; finally maybe clogged fuel filter. How many miles? Search the bb here there are great directions for all of these.
I would start with a visual inspection of the spark plug wires for oil; then I would replace the vacuum hoses then I would do the IAC and/or spark plug gap/replace.
I don't think any one of these will solve the problem, from my experience and reading postings here a combination of these may eventually solve it. Metal ball valve in the fuel line sounds like a bunch of hooey. I don't recall V6 fuel pumps going bad here.
