Yes, I can see that a cut wire would come up as a failed potentiometer. After that it is a matter of looking further into the problem and determine if the fault is a wire or a potentiometer.
How much time did they spend and how much money did they charge?
These first generation conv systems are not too fun to work with when they get older due to so many wire looms that bends back and forth while operating the top and if wires are not secured properly could get caught in the gear mechanism.
Many updates and bulletins were issued for the 95 and some 96 models due to wire problems.
At this point you might only need a calibration of the system, but it takes a shop with knowledge and a Tech 2 scanner to do that.
