Use a wire brush to clean the hub where the wheel mounts. Also make sure the inside face of the wheel is clean (it should be since its new). If there is crap on the hub face or wheel face, the wheel can be installed slightly crooked. After everything is clean, I like to put a little white lithium grease on the hub face, and turn in the lugnuts by hand before I torque them to 80ft/lbs.
My 1995 900 SE is extreamly sensitive to the hub face being clean when installing wheels. Last time I installed new tires I had this problem. Cleaning the hubs sovlved it. No other SAAB I've owned has ever been this sensitive to that.
