i'm no expert in this area, but typically, the old plates are left on the car and then changed when the new paperwork comes through. i thought it worked the same as when private parties sell cars. shouldn't be a problem since you really can't use those plates (legally) on any other car, anyway. plus, (having moved a lot), most states allow 30 days before you need to reregister the car in that state, unless you are active duty military. so out of state plates for the new buyer won't be a big issue. the only big holdback in being able to drive it would be if someone was selling a car that wasn't registered or had been sitting without plates. then they would need to wait until they got plates. anyway, i could be wrong, that would just be my line of thinking. good luck.
