I think that there are certain situations where traction control that applies braking could be worse in snow/ice. For instance, if you can make it up a snow-covered hill by attacking the hill with speed (and if there is still some wheel slippage), then a traction-control system that senses slippage of the wheels may slow you down and even stop you. Now you're stuck on the hill, and if the wheels slip every time you press on the gas, the traction control is going to stop them. Similar situations can exist on ice, where the wheels slip while trying to get the car going. In these situations, this type of traction control is giving you less traction.
On the other hand, if you're turning and one of the wheels slips, then traction control will slow the slipping wheel, thereby (hopefully) giving you more traction.
