Have been driving my 1999 9/3 for the second winter and love it - but driving in Quebec, upstate NY and VT require winter tires, so I have a set of Goodyears (Eagle Winter, not the ice) - They Goodyears really surprised me cause they have gotten me through some horrendous snow and ice storms (especially on the road from Montreal to Ottawa). They are quiet and handle well in dry as well as wet conditions.
Would also recommend looking at the Michelin Pilot snow tires, I hear they're good. I have used Pirellis on my other cars for winter driving, but I am pleased with the way the Goodyears have performed.
The 9/3 is superb in the snow - reliable and predictable. Easy to maneuver and doesn't bog down in the deep stuff (well, I 've been able to manage to avoid getting stuck in some bad situations so far).
I did want to tell you regarding winter wiper blades - don't go for the more expensive Bosch winter wipres (metal vs. plastic) - just replaced mine after one winter - the arms were totally rusted out!)
