With a cold engine, grasp the wastegate arm, not the actuator arm, and move it by hand. Note if it does bind at any point. If it is not right mechanically, then the controller could have problems with it.
If the mechanical bits are ok, then it makes sense to look at other components.
The two hoses between the BPC valve and the turbo need to be good as well. Check for split ends or other damage.
Remove the top end of the hose that goes to the wastegate actuator, and check to see if the diaphragm in the actuator is air tight.
As always, when trouble shooting... you need to know that the plugs, injectors, fuel and other vital items are not a problem. You do not want trouble $hooting to lead you back to basic maintenence items.
