Of course it varies but rule of thumb is new rotor every two sets of pads.
I do not recommend turning unless you go to a best of town machine shop. Do not have it done by cheap muffler/ brake shop because it is so easy to mess up with a rotor. They only check thickness but there're much more characteristics needs to be controlled (i.e. runout and surface roughness.) I experienced squeaky brake with turned rotors and ended up buying new one.
Unless you see obvious defects (i.e. warp, excessive wear, groove) you may be better off reusing them than cheap turning job.
