The infernal upshift light

So I went in for my 1000 mile checkup. Dealer asked if I "want anything changed". I immediately tell him "the upshift light. Who do I have to pay to kill it?" He says (only real description I've heard as to why) that they can't. Apparently, either state law, or fed EPA regs don't allow them to modify it.
So, my question. Has anyone else close to the Canadian border taken their 5-speed up north to get the upshift light killed? Yes, it bothers me that much. No, black tape won't work. :)
I think I'm going to call the dealer in BC and ask them...
