You are legally obligated to pay the use tax even if you buy an item out of state. So, legally speaking, if you buy something like a stereo in another state you are obligated to pay the sales tax amount when you bring it home to your state of residence. They give you a credit for any tax you paid in the other state. It is impractical to enforce the use tax law for individuals for items like this, so they usually don't bother.
With cars, which are obviously the major source of Sales Tax, they usually have a system that will catch you one way or another. Many states collect the tax at registration time. Some force you to show a receipt at registration for having paid it or make you pay then. All of them have systems set upfor it. They are not stupid, and they will catch you one way or another. The amount of $'s involved makes it a serious crime so don't try to evade it.
