To use the phone system on vehicles equipped with Onstar, you will need to purchase a Triad system from Jim Uhl. http://www.uhltronics.com I think they are 131.90 +shipping. You will also need a car kit from your phone manufacturer. (Hopefully you have a Nokia phone as that makes the install easier) You will need the CARK-91H car kit if it is a Nokia phone. (the car kit varies from about $120 to $175 depending on where you buy it from. search the web and get a good price. You will also need an antenna. The panorama TAP-3F is a good choice. http://www.panorama.co.uk/Product_Catalogue/internal.html
You can get it from antenna world for 26 bucks plus shipping from http://www.antennaworld.com/eshop/Default.ASP?WCI=ItemDetails&WCE=CLPC-851901G
All totaled you will spend about 300 bucks for parts alone and still haven't payed anyone to install it. If you are daring you can install it yourself, it is not rocket science and a patient person with some skills and the ability to follow directions can do the install. It is not easy either. I have done a few of them on 9-5's, but never a 9-3. I assume it will be similar.
An installer will probably charge you for 1-2 hours of labor to do the job.
I doubt you will be able to use it with the top down while moving with any real speed, but I am not sure.
