.... @ 24k and less than 8k on the odometer, I ;d say the value is there if all else falls into place.

I don't think there were any changes to subsequent model years, other than a better attachment system for the rear spoiler.

There have been numerous service campaigns, none of which are earth shattering and can't be done once you own the car.

Drive it. hover at 65-70 on a good road and feel for vibrations that would indicate wheel/tire imbalance. With new rims it oughta be fine, but check the rubber close for signs of inappropriate wear. Check out the rear vs front too, if they've only been rotated once, the rear tires might be the old front and more indicative of the use.

Consider getting the Viggen Rescue kit.
