This shaking of the steering wheel is called "cowl shake". It affects all convertibles to some extent. It is caused by the lack of a hard top to stablize the twisting of the chassis on uneven surfaces. That is why the shaking is less noticible on the highway. SAAB's are about average when it comes to cowl shake.
I drive a '00 9-3 convertible. When I compared the base model (avaliable in 2000) to the SE, I noticed a lot less cowl shake in the base model. This is likely due to the smaller wheels (15" vs. 16") and higher profile tires being able to absorb some of the bumps in the road without transferring the unevenness to the chassis.
If you plan to drive over dirt roads often, don't buy any convertible. You will never be happy with the harsher ride and cowl shake. Convertibles are not designed to be SUV's.
