This happens ALL the time with headlight wipers... Two things to try:
First, just operate the wiper washing action very briefly. Most of the time the wipers will return to their proper resting position. The reason that one sometimes is left halfway is because they get "out of sync" when you operate them for more than a few seconds. Then when the power is cut, one returns to resting and the other is left whereever it is.
Second, if the offending wiper NEVER returns to its proper resting spot, then you can adjust that wiper manually. Just flick up the metal end cap covering the 10mm attachment bolt, loosen it, adjust the wiper down, and tighten it again. Simple. But DON'T do this if you haven't tried the first option above!! If you turn the wipers down manually and then motor tries to turn it further, something is gonna break. Either the motor or the wiper arm.
