You can do some cheap mods to help right off. You can get a K&N filter drop in to fit the stock airbox for about $50. You can also modify the stock airbox to increase the inflow capacity by removing the restrictive snorkle tube and replacing it with something larger. I used the pipe from a leaf blower. Also, since your car is a '99 it has the T5 ECU, which can handle a manual boost controller like the http://www.dawesdevices.com controller, which costs about $35 and should get your boost into the red, plus remove the boost restriction in lower gears (if the automatics have that). What plugs did you use? I would stick with NGK BCPR6ES-11 gapped at .039". I change mine about every 7-10K miles since it's so cheap and easy. Keep the injectors clean by running cleaner through at least once a quarter.
