Joe,
Its one thing to offer an opinion but your post stated as fact, something that is not true.
In the *middle* of the 1999 model year, 9-3SE's began shipping with the HOT motor. Prior to that point, Saab was still shipping them with the prior year's 185hp turbo motor. My understanding was that there was a production issue with the HOT that forced them to ship the first few without the HOT upgrade.
I know because I have a 99 9-3SE with all the bells but I have the 185hp motor.
