REM always sends folks to stern lighting for the real details for this.
The levelers on the DOT spec lamps are useless. When set to '0', you only get light about 60 feet ahead which is totally useless for the highway at night. I just raised them until I had good distance when driving at night and I never gets flashed by oncomming traffic, so they must be pretty close. At night I see the beam cut-off lines on the garage door and can see that the left lamp is dipped a bit relative to the other. Hardly scientific! But ok for me and oncomming traffic.
Changed springs and now the lamps need adjustement?
