The main thing that keeps Saab 0-60mph times from competing with BMW and Mercedes is the front wheel drive. Front wheel drive cars max out on 0-60mph times at about 6.8 seconds, the only way around this is either all-wheel drive or rear wheel drive.
Viggens and Aero's are capable of burning rubber in 2nd and 3rd gears (just turn off TCS and floor it). The fact that the tires are squeeling is a good indication that the car isn't using the engine's full power; a large portion of that power is lost to the heat dissipation between the tires and the road.
Anyone who is hung up on 0-60mph times probably won't be interested in a front wheel drive car, but when acceleration really counts (60-100mph, passing) the Saab drivers will have ample power available.
My 9-3 SE is spec'd at 7.5 seconds for 0-60, but I've timed it to be closer to 6.9 seconds. Saab performance specs are usually conservative with respect to real world performance. I would be inclined to believe that the 7.5 second 0-60 time for the new 9-3's is probably more of a minimum performance guarantee than an actual number that will be applicable to every production unit.
