My '01 Viggen does the same thing, though usually only when the set temperature is a few degrees within the external temperature. For example, I left the house this morning and it was 72F and my ACC was set for 70F. It came on with the blowers towards the feet and the defrost on (heat mode) but soon switched to A/C and blowers towards torso/head. Try cranking the temp down a few notches next time and see if that makes a difference. You obviously live in a warm climate as I do - I set the ACC to turn on with recirc enabled (see manual). You should always use recirc in very warm conditions for the best cooling.
In addition, the A/C in the 9-3 does not work well if a) the car has been in the sun all day and/or b) you are sitting in traffic and not moving much. The combination of these two pretty much results in me opening the windows and saving gas. I experienced this yesterday on the interstate when going through a construction zone that took about 20 minutes. The car heated up from being comfortable, and as soon as I was out of the traffic and moving again, the car very quickly cooled down again.
