The fog lights use an H3 bulb. It's a standard European fog light bulb. European headlights just use a different reflector and lens design to focus the light differently. I don't know that they're really brighter, but they focus the light more tightly in front of the car, with sharper cut-offs on the top and sides. The high cost is probably just the result of shipping small numbers of them from Europe. If you want brighter bulbs, get some of the latest European bulbs that aren't offered here, like the Osram SilverStar or Philips Premium. You can get those, plus brighter fog light bulbs, from European stores like http://www.powerbulbs.com. They even have free worldwide shipping. Just stay away from the blue-tinted bulbs, since the blue tint cuts light output, or the high-wattage bulbs, because they can melt the wiring or the plastic reflectors.
