I have been using XM with the Alpine modulator since May and have yet to experiance any whineing though my factory receiver.
Which brand of modulator did you have installed: Alpine or Pioneer?
Did they set the right level on the output settings? The XM web site has recomendataions.
Did they choose a frequency that is clear or very weak with the antennal fully extended? The Alpine can be tuned to one of 4 frequencies.
Did the installer properly install the constant 12 V to the modulator and XM receiver and then the accessory wire to the moduator vs just using the accesory for both?
Is the antenna snug in the modulator and the radio?
Lots of questions here but one or more may be causing your problem.
