Bob M is right, the "off" position, as you said, changes as the breaks wear. The pads are always the same distance off the rotors, therefore, more fluid stays in the lines and the fluid level decreases. You would find this if you have ever replaced break pads yourself, you must push the new brake pads in to fit them over the same rotor (assuming you only change pads).
