I am a DoD civilian employee stationed outside the USA and bought a 2001 9-3 coupe via Saab mil sales. This program is very good, particularly as it included free shipment to any USA dealer (including Hawaii). Swedish tourist tags and very good insurance are only a little extra. The mil sales program is about 5 percent cheaper than regular tourist delivery, which occasionally includes promotional air tickets to Sweden from the USA to pick up the car. The earlier post about being stationed overseas or there on more than a 30 day TDY seems to be true, as Saab wanted to see a copy of my overseas posting orders to qualify me for the sale. It's a worthwhile program if you want to do a Euro road trip, but they will also ship the car directly to a USA dealer without the need to buy the tags and insurance. 9-3 SS now available from mil sales, check the main German Saab mil sales dealer at http://www.pentagoncarsales.comm.
