Yes, it is a TechII programming option. DOC, it doesn't sound like your car has been enabled with this feature. The dealer can set it up to do this (possibly for a fee). While there, consider if you like the setting for the console door unlock (unless of course you have a convertable). The console button can be programmed to unlock one or all door at once. The same goes for key removal (can unlock one or all of the doors upon removal of key from ignition).

I suspect that it may be the switch pack. Do the window switches work? Here's what I would do. I would go to the parts department at the dealer and ask it you can try a replacement (with the understanding that you will purchase it if it works). It is ULTRA-simple to replace it. Here are the steps;
1. Note the module that the switches reside in on the center console. Look for a small notch on the front of the module (toward the key). Get a small screw driver in there and pry the whole switch pack up.
2. Once out, flip the pack over and note where the wires plug into the pack. Unhook the plug and ROTATE it back and out out of the pack. You're done.
It should be very easy to try out a new one in five minutes in the parking lot of your dealer.
