The system is not delayed waiting for digiatl equipment. The supplier who is building the control box (which isn't OnStar)has been a little slow on the software development.

OnStar in general will not be switching to digital until at least 2004 or 2005. There is much work to be done in the background in order for them to switch. One elimate involves the sleep cycle of the system. Right now the system "wakes up" every 10 minutes to listen for a siganl from OnStar. If all of the OnStar customer's cars did this in a digital world it would overload the cellular system.
