I happily own both a Saab and a Volvo and offer my opinion and thoughts.
The new 9-3SS is a very nice car from it's looks to build quality and it's been refined over the previous 9-3 and NG900 chassis. I would go with the Saab, provided resale value doesn't follow the history of the previous 9-3 and NG900 models. For some reason the previous 9-3 and NG900 take a rather large hit in resale value, just look at the used market and see for yourself.
The Volvo S40 is a rather cheap car trying to be something more, I'm surprised that Volvo even builds it. Where I live parents buy them for their high school kids to feel safe.
Posting a question like this on a Saab board will have most (if not all) people telling you the Saab is the way to go, but you can also check the Volvo boards, try:

T5UK.com This site does not have information on the S40, but the person who designed this site is a Saab driver.....
Anyone on the Volvo board that isn't brand bashing will probably tell you to buy the Saab.
