I had a problem last year with the IAC. I think it was electrical because it showed up after jump-starting the car ('99 base model). The symptoms were a lot like your description, except more severe. The car would be OK just after starting, then after a kilometre or so would "take off" all on it's own, whether I had my foot on the gas or not! At idle the engine would rev up to 3500 and back down, randomly. I had to drive the car with the clutch and the brake to get it to the shop. Scary stuff!
The dealer replaced the IAC. Also cleaned up the connection at the ECU. Cost a pile of $$$.
