'99 constantly slips off emergency jack - normal?

this past weekend my wife's 99 9-3 got a flat tire overnight (right front, turned out to be a bent rim caused by potholes). I've never worked on this car, but I assumed that the emergency jack would be sufficient to change out the tire for the spare. i saw the note on the jack stating to use on a level surface. my parking lot is not *perfectly* level, but i didn't think it was slanted enough to be a problem. i've raised/lowered my VW GTI using its emergency jack in the same parking spot without any problem.
however, i was unable to prevent the car from slipping off the jack. i'm pretty sure i had the jack properly positioned. After 3 tries, i lugged my floor jack out of my apt. and out to the lot, and lifted the car up w/o incident.
could it be that because the contact area of the jack is not wide, there is less latitude with respect to sloping surfaces than with my VW's jack, which is about 3" wide?
i'm now concerned that if my wife gets a flat out on the road,d and the road is anything besides perfectly flat, the emergency jack is too dangerous to use.
any insight is appreciated.
