Increase in wheel size with lower-profile tires (Stiffer side walls) will dramatically improve understeer on exit ramps at speed and improve high speed steering response however when driving at any speed on broken or uneven pavement, the "kickback" through the steering wheel will increase three fold and this can be a handful if you are driving down a pockmarked highway at speed!!!
All in all, so long as you take it slow on bad road surfaces, the inrease in wheel size to 17"s from 15"s for a base 9-3 is perhaps the greatest handling upgrade you can economically achieve.
The Viggen rescue kit and the steering rack brace will not reduce the "kickback problem" and you will need to learn to live with this deficiency. Understand, the torque steer is not worsened, only the kickback such that driving your car and badly marred pavement will be like riding a skate board and you will need to keep speed down to handle the car safely. All in all though, the pros outweigh the negatives by a 3 to 1 margin.
