I've had both, '99SE and now '03SS. I looked hard at the '02SE before buying the SS. I bought the SS with all available options, and I find it to be a much better car in all areas but I DO MISS THE HATCH! SS is much more comfortable, better road manners, steering is more percise, epsilon platform is far and away a huge improvemnt (even with 17" wheels and 225/45's, this thing eats up the bumps). In my opinion the SS's interior is very business like, I don't miss the fake wood dash that never quite matched the fake wood shift knob from my SE.
I like the fact that on cold mornings this car gets up and goes without a lot banging coming from the front struts.
The HP difference is surprisingly a non issue. MY SS feels faster then my SE.
I had slight mods in my SE including K@N filter and sport exhaust.
Stereo could be better, I have the "upgraded" version. HOWEVER, in spending a lot of time in a friends '03 325i, I can't hear a huge difference.
If I were you I'd get the SS, but see if you can find one with touring and launch packages. Prices are sure to come down when the Vectors and Arcs become more available.
