Window sticker question new 9-3arc

I found the original window sticker for my new car and it lists the wheel package as an option on the car, however, the car has 16" and was sold to us as 'not having the wheel package'
my question is this:
Is the window sticker just listing options that are available, or (as I would guess) is it listing the options installed on the car?
I guess the latter, because the other options we have are listed...heated seats...touring...etc.
Does this mean that the dealer owes us a set of 17"s?
