You don't say what your budget is. The 2003 9-3 and older 900 models are in widely different classes in terms of both safety and price. If you are going to go with something older, definitely look at the insurance claim stats from IIHS, but note that the best newer models tend to be safer in terms of both safety features and crash test scores, but for more money. For any of the most recently redesigned models, there are no available insurance claim stats yet.
If you are on a tight budget, you can get a new 2003 Saab 9-3 Linear with no options for around $24k or maybe a bit less. That's probably the safest vehicle you can get for that price point. Choosing between used vehicles and cheaper vehicles new like Jettas or base Passats or vehicles without stability control like the Mazda 6 is more difficult.
