Hey Jeff,
I've been using 0W-40 in my '99 9-3 for the past 8mos (sub-zero winter thru 105*F+ summer), & it's been holding up pretty well. I just had a UOA run on it (a month ago; I hope to post it over on BITOG today), & after nearly 5k miles it looks good enough to go the 10k mile distance.
In my '90 C900 (non-turbo) I've been running M1 15W-50 for the past 10mos. Same weather as the 9-3 (obviously), & a weaker engine, but I've had no problems running the heavier oil. Since I've only put about 3,500 miles on this oil so far, I'm still a few months away from my 5k mi UOA.
To me, this says that either oil will work fine for your area. The main benefit of both is their better HT/HS rating than any of the other M1 (or Saab OE) oils. If I lived in your area, I'd run straight 15W-50 in my 9-3.
Once my 9-3 reaches 10k miles on this oil, I'm planning on running Auto-Rx for 1,000-1,500 miles (to clean out 50k miles-worth of non-PAO crud). Then, I'll run a mix of 0W-40 & 15W-50 (probably 3:1) & see how it holds up. After that I may try a different ratio (1:1?); we'll have to wait & see.
