Steel or alloy winter wheels?

This is the first winter with my new (used) 1999 9-3 SE and am in the need of a set of winter tires?
After consulting the dealer I purchased my car from, a few independent Saab repair shops, and this board...I am totally confused.
I need a solid set-up for a long New England winter. I live in Cambridge, MA (where the main road are clear, but the back roads are always a mess), travel to NH every weekend. My main concern is doing this on a budget.
Is there any reason to get a 2nd set of allow wheels opposed to getting a set of steel wheels? I would prefer to go with one of the Tirerack.com set-ups (Blizzak WS-50 on steel wheels) that go for around $460 before shipping. Is this a good idea or should I spend the extra $350 and buy the set-up from the dealership?
Also, what size should I look at?
-205/50 16 (size of my current tires)
-185/65 15 (recommended size from Saab Manual)
-195/60 15 (recommended size from Tirerack.com)
-Any other?
