Oil seeping... Headgasket???

Picture was taken from back of the engine, passenger side, looking forward. You can see the serp belt on the right. I noticed this a couple weeks ago when I put in the steering rack clamp and brace (same area for reference). BTW, What is that drain/plug for in the pic?
As you can see, it's moist, but not enough to ever make it to the floor. No spots ever found in garage. Headgasket re-torquing/replacement in my future?
Does this look like a good enough justification for the crankcase ventilation fix, under warranty (currently at 40K)? Or will they send me away with "normal leakage."
