2001 9-2se Pricing Question

Local dealer has a certified 2001 9-3se. Sun green, tan interior. It has 30,000 miles and it pretty loaded (Premium, automatic, heated seats). The car is a little rough though.
I saw it when it came in and it had a scuffed front and rear bumper plus underskirt, badly scuffed rims and tires, stained carpets and even headliner (not sure how they managed this one), radio was shot due to coffee poured on it, multiple small door dings and light scratches, plus really dirty. The dealer has sprayed and buffed the bumpers, replaced the underskirt, replaced the rims, put on a few new tires, replaced the radio and detailed the car.
The car is still not perfect (maybe “good” condition) and still shows some blemishes here and there, satins, etc; but it has only 30K miles and is certified. Here’s the question, what is a fair price.
They are saying $15,800 is as low as they will go. For a car this rough I am thinking that is pretty high. I am seeing dealers (not local to me) with like cars in excellent condition asking $15,999 to start. Thoughts?
