3M Material on Back of Stock Front Outer Brake Pad

Just got new front rotors and stock front pads from e.Europarts for my Viggen. On the back of the outer pads is some type of 3M material, believe it is labeled VTB ?? What is that ?? It isn't mentioned in the Saab install instructions that came with the pads. Does one peel off the paper backing befor putting in the pad ?? I have seen other postings mention that the outer pad has some type of glue on them from the factory, is this 3M material the glue ?? Any help would be appreciated.
